I. Introduction
NICT has been working on and contributing to international standardization of radio-over-fiber (RoF) technologies for more than 10 years. Our initial goal was standardization of measurement technologies, which were needed to evaluate key devices used in RoF systems in the International Electrotechnical Commission (IEC) [1]. NICT has made significant contributions to IEC standards for evaluating the characteristics of optical modulators and photodetectors for electrical-to-optical (E/O) and optical-to-electrical (O/E) conversions. NICT has also begun work on system architecture standards and have helped draft technical documents supporting system integration of wired and wireless technologies in the Asia-Pacific Telecommunity (APT) Standardization Program (ASTAP) and the APT Wireless Group (AWG) [2]–[5]. More recently in February 2013, NICT became involved with the International Telecommunication Union Telecommunication Standardization Sector (ITU-T) [6].
