Abstract:

Performance of generator response to dispatching orders has a very important impact on the power supply reliability of power system. Due to the inherent influence of factors such as generator reliability and fuel quality, the confidence capacity of generation units has very complex characteristics. It is necessary to adopt more comprehensive evaluation methods and more flexible incentives to improve the confidence capacity of generation units. This paper designs an incentive mechanism to promote power generation utilities to spontaneously improve the confidence capacity of generation units. The proposed incentive mechanism includes three stages of statistics, evaluation and application: Firstly, generation units make a rolling declaration of their generation capacity to system operator, meanwhile system operator track and count the limited generation capacity by collecting the actual output of generation units for comparison, and then the generation confidence capacity of each generating unit can be decided; Secondly, determine the generation availability level of each unit based on the statistical results of generation confidence capacity; Finally, the incentive coefficient is determined according to generation availability level of each generation unit, and the rewards for generation confidence capacity of each power generation utility are calculated according to the incentive coefficient. The incentive mechanism proposed in this paper can effectively promote power generation utilities to improve their generation confidence capacity, so as to improve the overall power supply reliability of the system. At the same time, the incentive rewards obtained by power generation utilities can be used for improving the generation confidence capacity of their generation units.

I. Introduction

In power system, generating resources adjust the power outputs according to the dispatching orders to jointly balance the load of the system. In practical situations, due to various factors, such as unplanned outage of the unit, insufficient calorific value of power fuel, decline of unit performance etc., the actual output of the unit cannot reach the expected output and cannot meet the dispatching order, therefore affecting the power supply reliability of the system [1] –[3]. In order to ensure that system operator can effectively adjust and control the output of generating units, the generation availability of each unit should be accurately evaluated, and generation availability constraints should be considered in the process of power dispatching, which can obviously reduce the risk of system power supply shortage caused by the unplanned outages and limited outputs of the generating units [4] –[6].
