Abstract:

In order to improve the overall security operation of smart grid, this paper designs a holistic vulnerability measure method for smart grid control system that integrated with its topology properties and security protection capabilities. More detailed, the method can intensively assess its vulnerability through the featured indexes, i.e., the inherent topological vulnerability indexes in terms of the local uniformity and global imbalance rooted from the internetworking of smart grid control system, the interdependent vulnerability indexes induced from power grid in terms of electrical centrality of power nodes, and the intrinsic security defects stemmed from smart grid control system in terms of the attacking effectiveness. Besides, this paper implements its vulnerability situation visualization by radar map, and computes a weighted value to effectively evaluate its holistic vulnerability. Finally, through a case of the smart grid IEEE14-bus, this paper verifies the effectiveness of the proposed vulnerability metrics and the measuring method. 1

I. Introduction

Smart grid control system is the basis for ensuring the observability and controllability of the power grid [1]. While smart grid control system greatly enhance and optimize the efficiency of the power grid operation, they also bring some new risks to the power grid [2]. Therefore, it is critical for the power grid operators to measure and monitor the vulnerability of smart grid control system in real-time, which is helpful to take the secure and stable operation of smart grids and further prevent severe outage accidents.
