I. Introduction
Digitalization has been implemented in the city and village as part of development. Some existing indices measure the city and village development and digitalization, such as the Smart City index, Developing Village Index, Village Sustainable Development Goals (Village SDGs), E-Government Index, and Digital Town Readiness Index Framework. However, there is limited research on how to measure village digitalization, especially in the Indonesian context. Measurement of village digitalization is essential to evaluate the existing digitalization activities. It also needed to prepare the next digitalization planning. Therefore, this paper aims to develop a novel village digital index based on a literature review. This paper is based on progress research about the village digital index in Indonesia. The novel index is based on desk research, and the researchers are conducting fieldwork currently in four piloting villages supported by Telkom Smart Village Nusantara (Telkom SVN), such as Village of Kemuning, Karanganyar, Central Java, Village of Ranupane, Lumajang, East Java, Village of Kalurahan Sambirejo, Sleman, Yogyakarta, and Village of Palasari, Subang, West Java as well as Village of Krandegan, Bayan, Purworejo, Central Java. The Telkom SVN supported the villages, such as command centers, CCTV, computers, network systems, and applications. Different villages are implementing various applications. Also, the field work will be conducted in five villages in Madura Island supported by Universitas Trunojoyo Madura (UTM) as follows: Village of Alang-alang, Bangkalan, Madura, Village of Telaga Biru, Bangkalan, Madura, Village of Bira Tengah, Sampang, Madura, Village of Padelegan, Pamekasan, Madura, as well as Village of Gunggung, Sumenep, Madura. Therefore, the villages have different digitalization levels. The novelty and contribution of the study is the new index to measure village digitalization in Indonesia. Hopefully, the DVI can be implemented by the Ministry of the village to measure the digitalization in Indonesian villages. Furthermore, this paper consists of the introduction, literature review, research methods, analysis and discussion, and conclusion.
