1. Introduction
ATM, a fast packet switching and multiplexing technique, has received much attention in recent years due to the increased demand for different communication services. Proper resource allocation for connections is of prime concern in order to avoid service quality degradation. As the multiplicity of sources with multi-rate bursty traffic present a fluctuating load to the network, the connection control mechanism should provide efficient utilization of the resources and reduce the possibility of network congestion [5].
