The Coordinated Planning Methods in Hierarchical Organizations

The paper considers the problem of complex activity coordinated planning, which is typical for hierarchical organizations. The authors have built a coordinated planning algorithm with integrated efficiency estimation for the case of separable costs. We also propose the method to account for the synergetic effects by analyzing the agent's activity occurrences in the vertex coverings of the complex activities' dependency graph.

I. Introduction

We will consider the Complex Activity (CA) as a person's purposeful activity with a non-trivial internal structure, with multiple and (or) changing subject, technology, and the role of the activity subject in its target context. Within the complex activity methodology [1], the CA is considered together with the actor performing it, which in general is a complex hierarchical organizational and technical system (OTS). An essential advantage of the CA methodology is the joint consideration of an activity's life cycles, subject, resources, and technologies.
