1. Introduction
As a bridge between power suppliers and power users, distribution network plays a great role on coordination and management of electric equipments. With development of technology and improvement of living quality, the pressure of distribution network is to meet requirements of future increasing load and stable operation [1]. It is significant to plan the development of distribution network on reliability, economy and stability. Nowadays, active distribution network and smart grid become the development trend, it needs restruct and expand the structure for renewable energy and electric vehicle access [2]. As for distribution network planning, most researches focus on the investment and benefits of distribution network. However, it is necessary to pay high attention on the scalability and adaptability for future development of distribution network. With more and more equipments access, the capacity of distribution network needs to be increased to meet load-side demand and keep reliability and stability.
