I. Introduction
For a long time, the number of electricity theft cases has remained high, and various high-tech electricity thefts have emerged in an endless stream. With the deepening of the reform of the power system, the full coverage of automatic meter reading, and the comprehensive cancellation of manual meter reading, the anti-theft work is facing unprecedented Challenges [1]. The report shows that a province with 620,000 power users accounts for 21.3% of users stealing electricity within a year. Among them, the irrecoverable losses in more than 5000 cases include the loss of 119.6 million kilowatt-hours of electricity, the loss of 8 million yuan by power companies, and other economic losses worth 9.6 million yuan. Therefore, it is of great significance to study the behavior of preventing electricity theft.
