With the increasing status of command and control systems in modern warfare, the issue of effectiveness evaluation of command and control systems becomes more and more important. The determination and quantification of system evaluation indicators is a key foundation for the system development and demonstration evaluation. The command and control system effectiveness evaluation index refers to a certain quantitative scale used to measure the command and control system's auxiliary combat capability. It is impossible to evaluate the effectiveness of a large command and control system by selecting only a single indicator, but to comprehensively select and measure various indicators. The combination of these indicators forms the performance evaluation index system of the command and control system [1] .
