I. Introduction
The development paradigm of all countries has drastically changed over the last decade. Although it is the socioeconomic sphere that accelerated development in the ancient times, right now the focus of its development is shifted due to political forces, which harms real economic processes. If for the sake of example we consider the Russian Federation, we can notice that the real state of the economy is not consistent with what the media declare[1],[3],[5],[7],[14].
