I. Introduction
New production technology of modern control systems have moved from the stage of research and experimentation in the practical application stage. Developed and implemented modern communication of information exchange standards. Widely used digital protection and automation devices. There has been significant development of hardware and software management systems. The emergence of new international standards and the development of modern information technology opens up the possibility of innovative approaches to the automation of tasks and management of energy facilities, allowing to create a new type of substation — substation digital (DSP). The distinctive characteristics of the DSP are: the presence of built-in microprocessor intelligent primary equipment devices, the use of local computer networks for communication, digital way of access to information, its transmission and processing, automation of substation and its control processes [1].
