I. Introduction
Long Term Evolution (LTE) supports Orthogonal Frequency Division Multiple Access (OFDMA), where frequency reuse factor of one is used, to maximize the spectral efficiency. However, due to large amount of co-channel interference when all cells operate on the same frequency channels, users at the cell edge may sufferfromunacceptable level of quality of servicewhich may affect the overall system throughput accordingly. This problem has been solved with non-traditional frequency planning using Fractional Frequency Reuse (FFR)[1].
