I. Introduction
SIP defines an application layer retransmission mechanism to provide the reliability when an unreliable transport protocol such as User Datagram Protocol (UDP) is used for VoIP services. However, the retransmission mechanism increases the likelihood of SIP overloading [1]. When the number of SIP messages including retransmissions exceeds the processing capacity of the server, the queue size increases and eventually the SIP server can be overloaded. This results in a high queuing delay and trigger further redundant message retransmissions which may eventually cause the SIP server crash [1]–[3]. Preventing server failure and hence increasing the availability and reliability of military communication networks are highly desirable.
