I. Introduction
Phasor Measurement Units (PMUs) provide real-time synchronized measurements in the power system [1], [2]. With better than one microsecond synchronization accuracy, which is obtained from the Global Positioning System (GPS) signals, the PMU measurements can provide a real-time snapsht of the states of the monitored buses in the power system. Thus, it is preferable to use the PMU measurements exclusively in monitoring the power system states [1], rather than relying on the traditional nonlinear estimation algorithms [3], which are currently used in most Energy Management Systems (EMS).
