I. Introduction
Now, the human are faced with the problem of energy sources lack and environment worsened and the exploiture of new energy is urgent. Wind and solar energy attract much attention because of no pollution and durative use. Wind and solar energy power generation systems rapidly develop in recent years, their complementary in time and space makes wind and solar energy hybrid power generation system become most effective power generation mode. But, randomicity and complexity of climate make wind-solar hybrid power generation system be a complicated and open distributed system. Moreover, wind and solar energy power generation set is placed on rich resource areas, such as sea-island, remote region, which demand unmanned operation and remote-monitor. These characteristic ask the control system high reliability. We must solve these problems by some new theory and technique.
