I. Introduction
NGN has become a network development trend due to the integration of computer network and telecommunication network. It is an IP-based open converged network and has many core technologies such as soft-switch, optical networks, packet-transmission, service management and QoS guarantee, etc[1]. At the network border, NGN prefers multi-service and multi-system fusion, so how to provide network resources for these services is needed to be studied. It has been a hot topic to study network resource allocation method for diverse services in the next generation network recently.
