I. Introduction
Parameter measurement is an important task in digital power metering and digital protection relaying. Many of well-proven techniques have been used for this purpose. For example, Fourier transform [1]–[7], wavelet transform [7]–[10] is used for parameter measurement of power systems. These techniques show very good results in parameter measurement. However, one of shortcomings of these techniques is that they need at least two and half cycle(50ms) [1] or more time for frequency estimation and other parameter measurement. At the same time these techniques always include much more computation for measurement process. This shortcoming will influence application of these techniques in real-time cases. In this paper, a technique different from these existing techniques is presented.
