I. Introduction
Short-Term load forecasting (STLF) is an important and integral component in the operation of any electric utility. Such forecasts are used for several operational decisions such as economic scheduling of generating capacity, scheduling of fuel purchases, security assessment, and planning for energy transactions. In addition to utilities, other newly formed entities such as load aggregators, power marketers, and independent system operators also need good quality load forecasts for their operations. Accurate and reliable load forecasts can result in significant financial rewards for any of these entities.
