I. Introduction
With the transformation of global energy structure and the development of Marine economy, the scale of offshore wind power and other offshore engineering projects is expanding day by day. As a key submarine communication and power transmission medium, the safety and reliability of submarine cable are crucial to the operation of the entire offshore engineering [1]. However, in the laying and maintenance process, the submarine cable faces the dual challenges of complex natural environment and human factors, which not only increases the difficulty of operation, but also increases the safety risk. Traditional submarine cable operation communication support means can not meet the needs of modern Marine engineering projects, especially in complex sea conditions, how to ensure the continuity, stability and real-time operation communication has become an urgent problem to be solved [2]. In this paper, an innovative communication support system for submarine cable operation is developed, which makes full use of modern communication technology and realizes all-round monitoring and efficient command of submarine cable operation through the integrated communication command architecture of air, earth, and sea, in order to greatly improve the safety and efficiency of submarine cable operation [3]. This paper is expected to provide strong technical support for the smooth implementation of offshore wind power and other offshore engineering projects, and at the same time contribute wisdom and strength to the technical development and standard formulation in related fields [4].
