Introduction
Natural disasters, such as earthquakes, hurricanes, etc., present substantial challenges to effective emergency response efforts. These events frequently cause severe damage to critical infra-structure and disrupt the availability of crucial information [1], [2]. In these situations, unmanned aerial vehicles (UAVs) present a promising solu- tion to assist rescue teams by delivering real-time information [3]. Their ability to be rapidly and effectively deployed in the air offers significant advantages. The high mobility of UAVs enables them to optimize their trajectories for closer proximity to the target users, thereby enhancing their performance [4]. Additionally, UAVs can establish line-of-sight connections for wireless communication with multiple devices [5], [6], facilitating tasks such as offloading and downloading results [7].
