I. Introduction
Urban traffic congestion keeps growing severely, which has hurt the global economy. For instance, in 2018, the United States suffered more than $87 billion in losses due to traffic congestion [1]. Intelligent transportation systems based on state-of-the-art technology, including automated control, smart sensing, and artificial intelligence, develop rapidly to ease the burden of urban traffic congestion [2], [3], [4]. In particular, the cooperative strategy of traffic signal control systems (TSCS) at multiple intersections is crucial in ensuring urban traffic operations' efficiency.
