The emergence and evolution of human resource management is inseparable from the development and transformation of productive forces and the emergence, development and evolution of modern capitalism. It is through the adjustment of the industrial and commercial organization of labor relations and services to achieve higher efficiency. With the long history of capitalism from the beginning to the formation, the continuous innovation of industrial and commercial civilization, the continuous improvement of the level of productivity, there must be a new way to support and adjust labor relations to adapt to this development. There are four stages in the development of human resources: the 17th to 19th centuries-the birth and rise of capitalism; The 19th century-the age of steam; Mid-19th century to 20th century-the age of electrification; The end of the 20th century. Human resource management is the systematic and reasonable allocation of human resources according to the requirements of enterprise development strategy. Through a series of processes such as recruitment, training, deployment, evaluation, incentive and adjustment, the enterprise can mobilize employees to give full play to their potential, create value and benefit the enterprise. It is a series of human resource policies and related management activities to support the realization of strategic goals [1].
