I. Introduction
Substation site operations are special operations, the operator must wear protective equipment and operate by safety procedures, prohibit the illegal operation or enter the charged area, that is, to maintain operational safety clear distance - the minimum safety distance from the normally exposed charged part. According to "Technical Regulations for Design of High Voltage Distribution Installations DL/T5352-2006", the safety clear distance value varies greatly for different voltage levels, electrical installations (busbars, disconnect switches, circuit breakers, etc.), and vertical distance from the ground or horizontal distance across the line, and the protection cannot be realized with uniform insulated partitions or safety shields in order to facilitate the operation. The range of activities and trajectory of the operator is difficult to control, and some operators cross the fence or energized area for the sake of saving time, thus causing serious personal or safety production responsibility accidents. With the application of digital twin technology in intelligent substations, online monitoring, inspection robots, video monitoring, and auxiliary control systems such as intelligent lock control are deployed in substations[1]-[5], this paper proposes and designs a digital twin substation operation safety monitoring system based on a three-dimensional model of the substation and video monitoring.
