Abstract:

Maritime Tactical Data System is a software system with the characteristics of receiving data from various sensors and real-time processing with the purpose of obtaining situational awareness at sea. TDS is usually used in maritime patrol ship/aircraft platforms to detect malicious activities at sea such as illegal fishing, human trafficking, piracy, or other crimes at sea. These malicious activities can be detected from anomalies in the AIS data received by the TDS. In this research, a real-time anomaly detection method on AIS data is proposed using the AIS/Radar track association approach. From experiments using real AIS data and synthetic radar data, concluded that the proposed method can detect various crimes at sea, namely: AIS position spoofing, rendezvous, duplicate MMSI, and AIS switch on/off.

I. Introduction

The Tactical Data System (TDS) is a software system extensively utilized on vessel/aircraft platforms and in command-and-control centers [1]. This system can monitor, analyze, and display the tactical situation of targets detected by sensors. In the maritime domain, TDS is often utilized for navigation and monitoring vessel activities at sea; as a result, maritime TDS must achieve real-time situation awareness.
