I. Introduction
In a non-rotating missile-based fuze system, a conical beam scanning antenna is required to detect the target in the oblique direction [1]. To detect high-speed targets such as bombers, the conical beam flare angle should be large, while to detect low-speed targets such as tanks, the corresponding conical beam flare angle should be small. Therefore, to increase the adaptability of the fuze system to a variety of targets with different relative speeds of movement, the conical beam antenna should have the capability of beam flare angle scanning [2].
