Biography
Jakov V. Toporkov (Senior Member, IEEE) received the M.S. degree (Hons.) in electronics engineering from the Moscow Institute of Physics and Technology, Dolgoprudny, Russia, in 1989, and the M.S. and Ph.D. degrees in physics from Virginia Polytechnic Institute and State University (Virginia Tech), Blacksburg, VA, USA, in 1996 and 1998, respectively.,From 1989 to 1993, he was an Engineer–Researcher in Russia working on the design of synthetic aperture radars (SARs). From 1998 to 1999, he held a post-doctoral appointment at the Bradley Department of Electrical and Computer Engineering, Virginia Tech, engaging in numerical simulation studies of scattering from randomly rough ocean-like surfaces.
