Core Competency Evaluation of Pilot Based on Analytic Hierarchy Process

Currently, on a global scale, civil aviation safety indicator data has improved significantly, and the total number of accidents, the total accident rate and the number of fatalities have decreased, but catastrophic accidents, especially accident symptom, still exist. In order to improve pilots' flight training skills and ensure flight safety, Evidence-Based Training (EBT) for Professionalism Life cycle Management System (PLM) is a necessary measure and an important method to ensure civil aviation safety. By introducing a combination of qualitative and quantitative methods, this paper uses the analytic hierarchy process to construct a judgment matrix for the affiliation of pilots' core competency, and determines the index weights of core competency. According to the weights of the three-level indicators and the two-level indicators determined by the judgment matrix, a comprehensive evaluation model of PLM oriented core competency is established. The example calculation shows that the evaluation model can comprehensively and effectively evaluate the core competency of pilots.
