Distribution Network Restoration Strategy with Waste Incineration Power Plants as Black-Start Power Resources

After a major power outage in the power system, the distribution network with distributed power sources can quickly restore the power supply of important loads through a black start. This paper proposes a black start optimization strategy for the distribution network considering waste incineration power plants (WIPP) as black start power sources. First, the operation characteristics of the WIPP are introduced. Then, with the goal of maximizing the weighted load during the restoration process, a mixed-integer linear programming model for the black start of the distribution network is established. The restoration operation sequence is integrated into the mathematical model through the restoration constraints of distributed power resources, lines, buses, and loads. The linear programming solver ILOG CPLEX is employed to handle the proposed optimization model to obtain the black start recovery plan of the distribution network. A case study on an improved IEEE 13-bus distribution system verified the effectiveness of the proposed strategy.
