Impact of Imbalance Netting Cooperation on Frequency Quality and Provision of Load-Frequency Control

This paper discusses Imbalance Netting Cooperation (INC) between multiple areas that was incorporated due to the high costs of balancing energy. The aim of INC is to net the demand for balancing energy between Control Areas (CAs) with different signs of interchange power variation. Furthermore, INC should also improve frequency quality. Therefore, the impact of INC on frequency quality and provision of Load-Frequency Control (LFC) is examined thoroughly with dynamic simulations of a three CA testing system. The obtained results confirm that INC reduces balancing energy and releases regulating reserve, whereas the unintended exchange of energy is also reduced. In addition to improving LFC performance indicators, the positive impact of INC on frequency quality is also shown.
