An Improved Hierarchical and Decentralized Control Strategy for Emergency Power Supply During Disaster

Normally, disasters which come with the blackout always bring huge losses in modern society. It is really significant to reduce loss of the blackout, so an improved hierarchical and decentralized control strategy for mobile emergency power supply is put forward which could be used in blackout area. When the power is off, the blackout area could be divided into different area and each area would be supplied by multi emergency power which could be different power supply truck such as diesel generator or battery module. The hierarchical and decentralized control mainly contains decentralize primary control(DPC), decentralize second control(DSC), and decentralize tertiary control(DTC). In order to improve the dynamic performance, this paper uses low-pass filters to decouple the three controlling strategy. In addition, this paper gives the examples of network after blackout and the simulation results of hierarchical control strategy. Hardware in the loop(HIL) and the controller are also used in this paper.
