Optimal Allocation of Long-Time-Scale Ramp Requirement with High Wind Penetration

Wind power ramping events in a long time scale are recognized as a key challenge for the supply adequacy of modern power systems, especially with high penetration of wind generation. Thus the integrated power of wind farms have to be restricted in properly defined range based on wind power ramp requirement. Such ramping requirement is critical to wind energy integration and system operation security. An optimization based method is proposed to determine long-time-scale wind power ramp requirement. It is able to allocate flexible ramping requirement in a long time scale to each participating wind farm. Ramp capability of power system and electric energy storage (EES) system are considered into the developed optimization model. Ramp requirements are optimized to reduce the opportunity and cost of ramping control, including wind curtailment and EES charging/discharging. The effectiveness of the proposed method is verified using real-world data from wind farms in China.
