The energy market in Norway and Sweden: congestion management

This paper gives an expanded discussion of congestion management in the deregulated electric power system in Scandinavia (presently Norway and Sweden). Previous paper provided an overview of the Nordic power system and deregulated structure and described spot and futures market operation for the uncongested case.
