Abstract:

To address the pressures and challenges in e-government, the author introduced Cloud computing into e-government, proposed the concept of C-government with transparency, participation and collaboration, designed the Cloud architecture and layer implementation of C-government, presented a complete solution for C-government Cloud, and deployed its data, services and applications to remote “Cloud”.

I. Introduction

Government organizations are facing challenges [1] from all sides and with an intensity not seen for decades. Budgets are shrinking, demand for services is increasing, and technology advances have empowered citizens with access and tools that allow them to become participants, not just consumers of public services. Capital expenses for new technology are hard to justify when so much money is needed for mission performance in these times of escalating expectations.
