Enhancing Science Education in Thailand: Implementing the CER Framework to Improve PISA Performance and Student Argumentation

Recent PISA results indicate a concerning trend in the science competence of Thai students, highlighting the urgent need for educational reform. This paper explores the transformative potential of the Claim-Evidence-Reasoning (CER) approach to address these challenges in Thai science education. It advocates for a shift from traditional contentfocused instruction to a competency-based learning framework that emphasises abilities to explain phenomena scientifically, evaluate and design scientific inquiries, and interpret data and evidence scientifically. Specific transformations proposed include revising educational goals to focus on depth of understanding and practical application, redesigning classroom activities to foster active learning and inquiry through the CER approach and adapting assessment methods to prioritise formative feedback over summative scores. These strategic shifts, aligned with the PISA 2025 framework, aim to enhance student engagement and proficiency in science, thus improving their readiness to meet international standards and succeed in a globally competitive environment.
