A New Hierarchical Control Strategy of Distribution Network for the Consumption of Distributed Resources with High Permeability and Energy Self-balance

With high proportions of large-scale distributed power supply and flexible load access, distribution network are being transformed into a power network with two-way power supply, extensive interconnection, and energy level-by-level balance. The existing scheduling and operation control mode is difficult to adapt to the development trend of distributed power supply and flexible load scale. To solve the problem of power balance between the consumption of new energy and the participation of distributed power sources, a hierarchical regulation strategy oriented towards the consumption of distributed resources with high penetration rate and satisfying energy self-balance is proposed. According to hierarchical zoning grid technology, the developed distribution network was divided into regional, grid and station layers. Hierarchical regulation was achieved by regional optimization, grid mutualization and station autonomy. The mechanism of open and interactive source-grid-load-storage hierarchical control and regulation improved the ability of distributed resource consumption and grid energy balance, solved the demands of profound changes in grid operating characteristics, and provided grid regulators with regulating capabilities of energy consumption, flexible regulation, power guarantee, and high-efficiency operation.
