The Success of Higher Education Institutional Policy Is Determined by IT Leadership and IT Infrastructure

Information Technology (IT) is currently widely used by universities in their success in improving education quality. For this reason, the success of tertiary institutions is generally influenced by IT leadership and IT infrastructure to achieve organizational goals. Leadership is crucial because IT offers enormous benefits for institutions and organizations for capacity building and leadership development. Reviewing the literature to build a broad understanding of IT leadership in organizations, this study adopts a leadership theory that can be used to study how Information Technology can influence and be affected by leadership. This study uses a mixed methods approach, namely using qualitative to conduct interviews on aspects of leadership and quantitative to test the model. This study aims to determine the factors that influence the use of information technology in leadership and infrastructure in tertiary institutions by adopting and adapting several models and theories. Four factors influence IT leadership and IT infrastructure: top management support, systems knowledge, perceived capabilities, and IT strategy and vision. Formal aspects support the development of IT leadership and IT infrastructure; feedback is integrated into development plans and should be treated as a core process for the long-term success of higher education institutions. This research demonstrates the need for further empirical studies that would benefit from a greater understanding of leadership development in IT.
