State and Prospects for the Development of Energy Management Systems in Ukraine and the EU

Today, due to the loss of capacity of the Ukrainian power system as a result of Russian aggression, the issue of energy efficiency and energy saving is one of the most important to address. The experience of the EU countries has shown that the key approach to improving energy efficiency is to implement an energy management system. A number of improvements in the energy management system in relation to public utilities in the EU countries have been studied: designing low-energy buildings, improving buildings, installing solar power plants, replacing heating systems, and promoting energy consumption behavior among citizens. The positive practice of implementing energy saving measures among municipal institutions in Luxembourg is outlined, according to the approved measures, energy efficiency will increase by 44%. The tendency of energy management implementation in Ukraine by years is analyzed. The article outlines four main objectives of municipal energy efficiency programs in Ukraine. In accordance with the signed EU-Ukraine Energy Efficiency Directive, priority goals have been identified. The EU grant programs for Ukraine were monitored to enable the implementation of an energy management system.
