Development of Mathematical Models for the Formation of Effective Options for Supporting Enterprises in the Region During Epidemiological Restrictions

The article is devoted to the development of a set of models and algorithms for the formation of effective options for financial support for enterprises in the region in the difficult economic conditions caused by epidemiological restrictions. The formation of support is proposed to be carried out at two levels of aggregation of economic entities in the region - in the form of subsidies for groups of enterprises and in the form of targeted support for backbone or individual economic entities most affected by the pandemic. An algorithm for the formation of effective options for supporting a group of enterprises and its analogue for an individual enterprise have been developed. The algorithms are based on multicriteria optimization models. The models include the main dependencies between the economic indicators of economic entities, and also take into account the additional costs of enterprises associated with epidemiological restrictions, and the need to limit the participation of risk group employees in production processes while maintaining payments. The criteria for tasks reflect the interests of the economic system elements: maximizing profits and the output of an enterprise (group of enterprises); minimization of subsidized funds, subject to the achievement of acceptable values of economic indicators. For the practical implementation of the algorithms, a software product has been developed that allows you to conduct computational experiments.
