Development of a Competence Model in the Field of Information Technology Using Ontologies and Knowledge Bases

The article describes an approach to building a competency model for information technology. A review of the existing competency models, knowledge bases, ontologies, and automatic ontology building algorithms shows that it is essential to create a model based on an automatically supplemented ontology using structured data from general-purpose knowledge bases.
