Plenary: Evaluation of Technological Development Projects With Social Impact

In Argentina, the National Scientific and Technological System (SCTN) incorporated an instrument for recognizing technological development activities with social impact, called the Social Technological Development Project (PDTS). As an instrument of the SCTN, the PDTS has two clear purposes. On the one hand, a technical purpose that aims to resolve the formal recognition of the activity. On the other hand, a political purpose that aims to promote technological development, transfer and systemic innovation. It is necessary to define an ad hoc system that can consider its fundamental characteristics and purposes for its correct ex post evaluation that includes innovative issues in the evaluation, such as ethical aspects, respect for the environment and national and international political guidelines (such as the Sustainable Development Goals, the certain and potential impact, among others. This conference presents synthetically the instrument and an ex-post evaluation system of PDTS based on Quality and Relevance.
