I. Introduction
Russia is modernizing its strategic planning system taking into account the requirements of the climate agenda, including regular review of commitments to reduce greenhouse gas (GHG) emissions. For the period up to 2030, the goal has been set to restrain the annual net GHG emissions to no more than 70% of the 1990 level. In 2021, the Low-Carbon Development Strategy of the country until 2050 (LCDS-2050) was adopted. The strategy aims to reduce net GHG emissions by 2050 by 60% of the 2019 reporting level or by 954 million tonnes of CO2-eq. As part of COP26, Russia announced plans to achieve carbon neutrality by 2060.
