I. Introduction
With the development of communication technology, video data accounts for an increasing proportion in network traffic. With the continuous improvement of people's requirements for video quality and video resolution, high definition (HD) video and ultra high definition (UHD) video are gradually becoming the main components of video data. Due to the increase in the number of pixels in HD video and UHD video, the macroblock in H.264/AVC is no longer applicable. The bit stream compressed by the H.264/ A VC [1] still occupies a lot of bandwidth resources. Therefore, for HD and UHD video, High Efficiency Video Coding (HEVC) [2] was proposed by the Joint Collaborative Team - Video Coding (JCT-VC), which is composed of the ITU-T Video Coding Experts Group and ISO/IEC Moving Pictures Experts Group.
