I. Introduction
In the last 5 years, transportation of commercial products has increased 17% in Iran's road network, and in 2011 the carriers have transported roughly 179 billion tons-kilometer of commercial goods including 40% hazardous materials (Hazmat) [1]. Hence, Hazmat transportation needs an intelligent management system to increase safety. Recently, many researchers have focused on developing DSS for Hazmat transportation management [2], [3]. In this area, one of the most attractive systems is rule-based DSS (RB-DSS) [4]. Decision rules can be used for traffic lane changing [5]. Also, an RB-DSS can generate a set of sensor placement locations [6].
