I Introduction
The most apparent effect on a person who has hearing impaired from an early age is the slow pace of his/her mastery of a language, and consequently his/her ability to communicate. In order to overcome this hurdle, the hearing-impaired needs media and learning material that do not consist solely of aural components, but also with visual elements more tangible than the motion of the lips. This is the reason why the development of the sign language are needed [1].
