I. Introduction
The existence of underground data black markets poses significant threats to e-government service systems. By allowing criminals to profit from stolen data, these underground markets incentivize cyber-attacks against government systems. This not only compromises the integrity and confidentiality of sensitive information but also undermines public trust in the ability of governments to protect their citizens' data. Moreover, The Russia-Ukraine conflict has exacerbated the challenges faced by government service systems regarding data security and network protection. The increasing trend of organized cyber-attack activities and the weaponization of cyber-attack techniques exacerbate the tense state of network security. To mitigate these risks, the government must adopt both technological protection methods and legal protection methods to strengthen network security and data protection.
