I. Introduction
At present, China is in a critical period of realizing the great rejuvenation of the Chinese nation, the party and the state attach great importance to the development of the digital economy, and the development of construction enterprises also needs to have the ability to adapt to changes in the internal and external environment [1] . The 14th Five-Year Development Plan and the 2035 Long-term Goals outline a separate chapter to accelerate digital development. In April 2022, the Stateowned Assets Supervision and Administration Commission of the State Council issued the Special Action Plan for the Digital Transformation of State-Owned Enterprises, proposing to promote substantial progress in the digital transformation of state-owned enterprises by 2025, and initially form a good situation in which digital transformation drives and leads the high-quality development of state-owned assets and stateowned enterprises. For construction enterprises, first of all, the state gradually emphasizes Public-Private Partnership (PPP) and Engineering Procurement Construction (EPC) and other contracting modes; Secondly, digital technology represented by artificial intelligence, big data, Building Information Modeling (BIM), etc. is integrating with the construction industry faster and deeper, digital construction as the core engine of the transformation and upgrading of the construction industry, the impact on the construction industry is the penetration and integration of the whole value chain, so construction enterprises need to achieve long-term development through digital transformation.
