I. Introduction
As the global energy crisis intensifies and the environment deteriorates, offshore wind power generation technology is receiving more and more attention. In order to implement the national “double carbon” action plan, offshore wind power generation has gradually become a research hotspot for scholars at home and abroad because of its green energy transformation development concept and ecological priority, green and low-carbon development path of high quality. As a new energy generation system, offshore wind power generation system makes full use of ocean resources to save land space, and can be flexibly connected to the power grid or run independently, which is an effective technical means to solve the problem of electricity consumption in remote areas near the sea [1–3]. However, randomness is an unavoidable characteristic of wind energy, which will lead to fluctuations in wind power generation, and such wind power will have an impact on stabilizing the energy quality of the grid when it is connected to the grid, bringing a severe test to the energy storage equipment and grid dispatching specifications.
