I. Introduction
Humans are the most important resource in a company or agency to get success. Regarding the perfection of technological and economic aspects, without human resource aspects it will be difficult to achieve certain goals. The government and society have shown increased attention to this aspect of human resources. However, nowadays human values are increasingly equated with technological and economic aspects.
