I. Introduction
Sensor management is an important aspect of target tracking. In the context of tracking, the primary objective of sensor management is to utilize the sensor resource (subject to operational limitations) in a manner that will enable one to accurately track the target set. Further objectives may be to minimize radar energy usage or dwell time, as in [5]. The number of available sensors may also be limited or be restricted by the bandwidth available for communications [9]. In this case, the sensor set that gives optimal tracking performance must to be determined.
