I. Introduction
In recent years, wind power generation has witnessed a rapid development worldwide. With an average growth rate of more than 25% between 1999 and 2008, the global installed capacity of wind power had exceeded 150GW by 2009[1], [2]. High penetration of wind power will exist in many power grids in the near future. While providing natural and clean energy, the intermittency of wind power output would damage power quality and system stability. To cope with more wind power integration, more power sources for frequency regulation, peak shaving and reserve are needed for the safe operation of power system. However, safe, reliable and economical integration of high penetration of wind power is still pressing for solution.
